On 8 August 2012, DECC announced a number of preparatory steps for the launch of the Green Deal including:
- The opening of the register for Green Deal participants.
- Launch of a Quality Mark to be displayed by Green Deal participants.
- Publication of Green Deal provider guidance.
- A £7 million loan to the Green Deal Finance Company.
- That the Green Deal would be an early candidate for infrastructure guarantees.
The Green Deal Framework (Disclosure, Acknowledgment, Redress etc.) Regulations 2012 (SI 2012/2079) were made on 6 August 2012. The Regulations come into force on a range of dates specified in regulation 1. The Regulations establish elements of the framework for the Green Deal including:
- Authorisation of a person as a Green Deal certification body or Green Deal participant.
- Green Deal plans to be made by Green Deal providers.
- Enforcement measures that the Secretary of State can take for breaches of the scheme.
- Appeals against a refusal of authorisation.
- Information to be included on the registers.
